Abstract

The existence of a detention center is expected to make the prisoners who enter it can think of mistakes that they has committed to become a better person. But instead of being a better person they still commit a criminal offense such as a abuse in a detention center. The persecution is even between the prisoner. The persecution was even among inmates. it sounds weird because the detention center should make them aware of what they have done outside of the detention center so that they can improve themselves to be a much better person in the future. Not only so, the acts of persecution program damaged the image of the Detention Centre itself. The main problem in this study is what is the factor causing the occurrence of criminal acts of persecution by the prisoners in the State Detention Center Class I Sialang Bungkuk Pekanbaru and how the efforts to overcome the occurrence of criminal acts of persecution By prisoners in the State Detention Center Class I Sialang Bungkuk Pekanbaru. The research method used in this research is sociological research by conducting direct interviews. And the nature of this research is descriptive, which describes in detail the causes of criminal acts of persecution between the prisoners in the State Detention Center Class I Sialang Bungkuk Pekanbaru and the efforts to deal with the criminal acts of persecution between the prisoners in the State Detention Center Class I Sialang Bungkuk Pekanbaru. The results of the research obtained is the causal factor of the occurrence of criminal acts of persecution is the existence of personal problems experienced by prisoners so that the violence, economic factors that make them commit acts of violence such as the problem of debt receivables problems. Environmental factors that caused them to still have a desire to do violence, factors that are over capacity cells so that feeling uncomfortable causes them to not be able to control their emotions properly, the last is inadequate religious / spiritual factors so there is no mutual love between prisoners. The countermeasures were initiated from pre-emptive efforts that were more directed at the cultivation of good morals, virtuous, both in terms of faith and moral prisoners, then the preventive efforts carried out were the schedule improvement Picket that reorganizations only 3 times a day to be 4 times a day beside that also improved legal counseling, coaching and training for the last convict is the repressive effort carried out is placed in Stafsel for 6 days in accordance with Provisions of the State Detention Center Class I Sialang Bunguk Pekanbaru then put into the register F where they will be deprived of their rights such as remission, assimilation, parole, mass leave.
