Abstract

Market service retribution is a type of levy that is levied on the use of facilities and facilities available in the market. However, in reality the acceptance of market service retributions decreases every year, causing PAD to decline. This decline in market service retribution receipts was due to the COVID-19 pandemic, the potential for kiosk, stall and street market facilities that were levied for levies had not been maximized. The main problem in this study is how the implementation of retribution withdrawals to traders in Cik Puan Traditional Market Pekanbaru City as an effort to increase PAD and what factors can support and hinder the implementation of levy withdrawals to traders in Cik Puan Traditional Market Pekanbaru City as an effort to increase PAD. The type of research used in this research is observational research. Observational research is a research conducted by observing and recording the behavior of the object under study. So that the systematic recording and observation of the phenomena studied, the use of this type of research aims to measure carefully the optimal implementation of retribution withdrawals to traders at Cik Puan Traditional Market Pekanbaru City as an effort to increase Regional Original Income. From the results of the study, it was found that the implementation of the withdrawal of market service fees at the Cik Puan Traditional Market, Pekanbaru City was still not effective. The quality of market services by the Disperindag, precisely in the Pekanbaru City Market Sector, through the formation of a regional regulation on user fees, facility management and cleanliness, is still low. The withdrawal of market service levies at Cik Puan Traditional Market Pekanbaru City as an effort to increase Regional Original Income is quite diverse, such as Human Resources, Funds, Trader Awareness so that the acceptance of market service retribution is not optimal and many traders prefer to become street vendors.
