Abstract
The process of arresting Nazaruddin was the result of the hard work of members of the Indonesian National Police who followed him, in collaboration with Interpol and Colombian police. Before the arrest, National Police Chief General Timur Pradopo had sent a letter requesting assistance for Nazaruddin's arrest to the Head of Interpol in France. After coordinating with Interpol, the National Police team then coordinated with Colombian police to ensure that the person in question was Nazaruddin. The fugitive was finally captured at a cafe in Cartagena, a famous tourist city about an hour away by commercial plane from Bogota. The main problem in this research is how the cooperation of the Republic of Indonesia National Police with the International Criminal Police Organization in the arrest of Muhammad Nazaruddin in Cartagena Colombia and how the authority of the International Criminal Police Organization in the arrest of Muhammad Nazaruddin in Cartagena Colombia. This type of research is research that the author does including in the type of Normative Law research or library research. While the nature of this research is analytical descriptive in the form of a description of the implementation of the mechanism of cooperation between the International Criminal Police Organization with the National Police. Cooperation of the Republic of Indonesia National Police with the International Criminal Police Organization in the Arrest of Muhammad Nazaruddin returning to perpetrators of crimes who fled abroad often faces obstacles because of the weak bargaining power of the Indonesian people against certain countries as a result of the current conditions of Indonesia's Geostrategy and Geopolitics. The weakness of the State Bargaining Power of Indonesia towards certain countries is finally used as a hiding place rather than the perpetrators of criminal acts from Indonesia to secure themselves, save assets including avoiding the entanglement of Indonesian criminal law. The weakness of the bargaining power of the Indonesian people cannot be used to "force" another country to want to make and ratify bilateral or multilateral agreements related to extradition efforts and reciprocal assistance in criminal matters. The main authority of INTERPOL is securing the global police communication network, providing support for police operational data services, providing support for police services and providing police education and training. This collaboration through Interpol makes it easy for the police of each of its member states to eradicate transnational crime. Collaboration with the Indonesian National Police is carried out through. information exchange, issuance of notices, joint investigations, training of police staff and cooperation in the pre-extradition of perpetrators.
