Abstract

Pilgrimage is a pillar of religion or one of the five pillars of Islam. After prayer, shahada, fasting and alms. This Hajj is a harmonious obligatory one-time lifetime for Muslims for those who are aqil, mature, sensible, free people (not slaves), and capable of both in cost, health, safety, and income for families who will be left behind the pilgrimage. With respect to the State civil apparatus that performs religious services, the relevant ASN can take a large leave as referred to in BKN Regulation No. 24 of 2017 concerning Procedures for Granting Civil Servants Leave on points 1 and 11. Problems that occur when viewed from BKN Regulation No. 24 of 2017 Regarding Procedures for Granting Civil Servants Leave not specifically governing the granting of leave for ASN that will perform the pilgrimage. Based on the background of the problem, the formulation of the problems to be discussed in this study are as follows, how the implementation of the provision of hajj leave for State Civil Apparatus and whether the hajj leave affects the performance of Public Works and Spatial Planning of Riau Province in applying for leave permission to perform the hajj pilgrimage. When viewed from its type this research is classified into observational research research or by survey is research that takes samples from a population and uses a questionnaire as a primary data collection tool. While in terms of their nature, this research categorized in descriptive research is a problem solving procedure that is investigated by describing the state of the subject or object of research (a person, institution, community, etc.). The implementation of the pilgrimage leave for State Civil Apparatus based on BKN Regulation No. 24 of 2017 concerning Procedures for Granting Civil Servants Leave in Number 1 the gift is Excluded for ASN whose tenure has not been 5 (five) years for religious purposes, namely performing the pilgrimage. Large leave can be used by the State Civil Apparatusconcerned to fulfill religious obligations. In this case there are no obstacles, but if the department's interests insist on a Hajj leave permit, the Hajj leave permit must meet requirements based on Law No. 13 of 2008 concerning the Implementation of Hajj. Every State Civil Apparatus that violates the rules of the agency, then the State Civil Apparatus will be sanctioned in accordance with PP No. 53 of 2010 concerning Discipline of Civil Servants.
