Abstract

PT GUP is less responsible to farmers when a problem occurs, namely the chicken is being attacked by a disease, which should according to the agreement PT GUP have the responsibility to provide and assist the use of drugs (sapronak), but this is not done directly. So that it can also be stated that the agreement made has not provided legal protection for breeders. The main research problem is First, How is the Responsibility of PT. GUP in Implementing Partnership Agreement Contracts with Chicken Farmers Entrepreneurs in Kelayang District, Second, what are the obstacles in implementing the Partnership Agreement Contracts with Chicken Farmers Entrepreneurs in Kelayang District. This research is observational research by means of survey research, while its nature is descriptive, that is, where this research provides an overview of a complete, detailed and clear statement. The result of the research is that the responsibility of PT GUP in implementing the Partnership Agreement Contract with Chicken Breeding Entrepreneurs in Indragiri Hulu Regency is not running optimally because the supervisor assigned to assist in the maintenance of chickens is still negligent in carrying out their duties and obligations, such as when chickens experience or are experiencing stricken with a disease, the supervisor does not go to the field directly to come to see the condition of the chicken and overcome and help provide the use of drugs (sapronak) but the supervisor assigned sometimes only directs the farmer to take this action, so this can cause misunderstandings in overcome the problem of chicken disease, so of course this will have an impact on the less than optimal success obtained from business partnerships carried out by the core company with plasma farmers, and Obstacles in the Implementation of Contract Contracts Partnering with Chicken Breeders in Indragiri Hulu Regency is the distribution of production seeds in the form of chicken seeds to farmers who often experience delays or there is a mismatch in the procurement schedule that affects the harvest schedule that is not on time, there are still some breeders who have not provided cages when officers hand over chicken seeds, implementing officers the field does not carry out its responsibilities as field supervisors as stated in the agreement and the lack of supervision carried out by field implementing officers.
