Abstract

The existence of what triggers the occurrence of parking levies is to develop and create economically prosperous communities, so here there is a contribution from regional levies (local taxes) which are part of PAD which then is one of the sources of regional income which will also be useful for local governments. to run his government. PAD acts as a source of income for very influential regions. As for in this study, there are main problems to be discussed, namely, The realization of quoting parking fees in Pekanbaru City not according to the target in terms of Regional Regulation Number 14 of 2016 concerning Parking Fees on Public Roads and the second The sanctions given by the Mayor on the realization of quoting parking fees in Pekanbaru City which is not achieved in terms of Regional Regulation Number 14 of 2016 concerning Parking Retribution on the Edge of Public Roads. And the purpose of this study is the same as the formulation of the main problem, namely to find out the results of the formulation of the problem made by the researcher. This legal research belongs to the type of observational research. This type of research method is intended to solve problems that exist at the present time by collecting data and compiling or clarifying it, then analyzing and seeing a legal reality in society to then obtain a result. The results of the research that the authors obtained are the causes of the realization of quoting parking fees in Pekanbaru City that are not on target in terms of Regional Regulation Number 14 of 2016 concerning Parking Fees on the Edge of Public Roads, namely due to the work discipline factor, supervision factor, and the presence of illegal parking attendants, so that lack of Realization in the collection of the Parking Retribution. And in the application of the sanctions given by the Mayor for not achieving the Realization of Quoting Parking Retribution in Pekanbaru City, there are warnings and a warning given to the Pekanbaru City Transportation Service to be more optimal in carrying out Supervision of Parking Collectors in Pekanbaru City.
