Abstract

The crime of obscenity is different from other conventional crimes because the consequences that arise from obscenity will have an impact on the victim's psychology so that it will interfere with the victim's behavior. Especially the obscenity that occurs in children who will become future candidates for the nation. Children are victims who are vulnerable to sexual abuse. The government protects children by issuing a legal umbrella, namely Law Number 35 of 2014 concerning Obscenity on 23 of 2002 concerning Child Protection. The form of protection provided is social rehabilitation. However, the social rehabilitation process is sometimes not in line with the laws and regulations. This research was conducted in Indragiri Hulu district because there were children who were victims of sexual abuse who needed social rehabilitation. The government in this case is represented by the social service of the Indragiri Hulu district which is a place of social rehabilitation for children who are victims of sexual abuse. This research has 2 problem formulations, namely How is the implementation of social rehabilitation by the social services of the Indragiri Hulu district for children as victims of criminal acts of sexual abuse and what are the obstacles encountered by the social services of the Indragiri Hulu district in the implementation of social rehabilitation for children as victims of criminal acts of obscenity. The method used in this research is sociological juridical which means reviewing the legislation by relating it to the reality in the field. The method of drawing conclusions in this study is an inductive method, which means drawing conclusions from things that are specific to a general form. The results of this study are the social service of the Indragiri Hulu district as a place of social rehabilitation for children as victims of criminal acts of obscenity. The implementation of social rehabilitation plays a more important role in social workers owned by the social service of the Indragiri Hulu district. During the social rehabilitation process, it does not always follow the flow, it depends on the condition of the victim. The social service of the Indragiri Hulu district works closely with the police, and hospitals, in implementing social rehabilitation there are several obstacles faced such as the lack of human resources in carrying out rehabilitation, parents think that children who are victims of sexual abuse are something that must be covered, lack of facilities and infrastructure to support social rehabilitation.
