Abstract
ABSTRACT Civil Servants are employees who work in the government or state. According to Kraneburg, civil servants have been appointed and can be interpreted as not including those who occupy representative positions such as members of parliament and president. Logeman explains that the use of key criteria reflects the relationship between the state and civil servants. By providing an understanding of civil servants as officials who have official relations with the government or state. PNS as State Civil Apparatus must be disciplined in their work. The most important discipline is the discipline of coming to work and adhering to the work time that has been determined. Civil servants must be disciplined in obeying working time regulations. The most important discipline is the discipline of coming to work and adhering to the work time that has been determined. In the thesis entitled "Efforts by the Meranti Islands Regency Government in Maintaining Civil Servant Discipline at the Disdukcapil Office Based on Government Regulation Number 94 of 2021 concerning Civil Servant Discipline" this problem is discussed, namely: How to Apply Civil Servant Discipline at the Archipelago Regency Disdukcapil Office Meranti in Entering Work and Obeying the Provisions on Working Hours and How the Meranti Islands Regency Government Efforts in Maintaining Civil Servant Discipline at the Disdukcapil Office Based on Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. The method used to answer the problems mentioned above is to use the empirical legal research method (sociological) which is a data collection technique, where researchers make observations directly to the object of research to take a close look at the activities carried out. The results of the study show that the Meranti Islands Didukcapil Office has implemented discipline in accordance with the applicable rules, namely Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. One form of discipline in the Disdukcapil Office is to apply working hours, where employees must arrive on time, so that it can be seen their sincerity in serving the community. Nevertheless, there are still disciplinary violations committed by civil servants at the Disdukcapil Office, namely by arriving late and not coming to work without information. Efforts made to maintain civil servant discipline at the Meranti Islands Disdukcapil office are in the form of: 1) Leadership Firmness, 2) Leaders Set Good Examples for Subordinates, 3) Adequate Office Facilities, 4) Leaders Provide Opportunities for Subordinates to Develop Competence, 5) Supervision carried out by the leadership, and 6) Raising awareness for discipline.
