Abstract

Indonesia is one of the countries that produce palm oil and plantation assets with high economic value. Its products are used not only to meet the needs of several domestic industries, but also to meet demand in the export market. Therefore, the opportunities for oil palm plantations and the palm oil processing industry are still in great demand, both to meet domestic and foreign markets. This condition is a promising business opportunity for investors. Even during the economic crisis, it has proven to be able to survive and continue to grow. In the thesis entitled "Implementation of Palm Oil Mill Licensing in Tapung District, Kampar Regency, Riau Province" it discusses the problems, namely: How is the Implementation of Palm Oil Mill Licensing in Tapung District, Kampar Regency, Riau Province and what are the inhibiting factors for granting permits for the establishment of palm oil mills in the District. Tapung, Kampar Regency, Riau Province. The method used to answer the problems mentioned above is to use empirical (sociological) legal research methods, which are data collection techniques, where researchers make direct observations of the research object to take a close look at the activities carried out. The results of the study show that the factory located in Tapung District has fulfilled the terms and conditions contained in the Regulation of the Minister of Agriculture Number 98/Permentan/OT.140/9/2013, to obtain a plantation business permit. These terms and conditions are met so that the established Palm Oil Mill obtains a valid permit from the government. Moreover, oil palm mills have their own oil palm plantations, so they must comply with the Regulation of the Minister of Agriculture Number 98/Permentan/OT.140/9/2013. PT. Bumi Mentari Karya, which is a crude palm oil industrial factory, has complied with the procedures for obtaining permits in accordance with applicable laws, both electronically and in writing. In addition, other factories, namely PT. Egasuti Nasakti, Karya which is also a crude palm oil industrial factory, has complied with the procedures for obtaining permits in accordance with applicable laws, both electronically and in writing.
