Abstract

Work is needed for everyone in order to earn wages to continue life. A person can work for a company after a work agreement has been agreed. In the work agreement there is a Specific Time Work Agreement (PKWT), which is a work agreement between workers and employers that is used for a certain time or for certain jobs, or commonly referred to as contract workers. One example of a PKWT is a casual daily worker. However, in the implementation of course there is a discrepancy with Law no. 13 of 2003 concerning Employment. The problem studied in this study is how the implementation of casual daily workers (PHL) at the Pekanbaru City Public Works and Spatial Planning Office according to Law no. 13 of 2003 concerning Employment and what are the obstacles experienced by casual daily workers (PHL) at the Pekanbaru City Public Works and Spatial Planning Office. 13 of 2003 concerning Manpower. The type of research that the author uses is observational research, carried out by direct field surveys to obtain the data needed for research. Meanwhile, when viewed from the nature of the research, it is descriptive analytical because in this study the author conducts research directly on the place being studied with the aim of getting a clear picture of the problems studied. From the results of the author's research, it is known that the implementation of casual daily workers at the Pekanbaru City Public Works and Spatial Planning Office is not in accordance with Law no. 13 of 2003 concerning Manpower. And there are several obstacles experienced in terms of working hours, wages, and in terms of renewal of work agreements.
