Abstract

Sustainable waste management is an effort to manage urban waste that uses the principle of using waste to be useful for meeting community needs in terms of consumption and safeguarding environmental sustainability through the process of garbage collection, waste management and effective recycling. Waste management in Pekanbaru City has not implemented a well-integrated concept from one stage to another. At present the Pekanbaru City Landfill in the Muara Fajar area still uses an open dumping system. This causes pollution of the underground water system by leachate and its dominant direction of movement is in the north and west of the landfill. As a result of the solid waste management system with the open dumping method, currently the capacity of the Muara Fajar landfill is inadequate, requiring additional land. But this cannot be done because of limited land for expansion, Pekanbaru City needs to hold a new landfill area in lieu of the Muara Fajar landfill, which begins with conducting a site analysis. The purpose of this study is to carry out supervision of the final processing site with an open dumping disposal system by the Pekanbaru City Waste Management and Final Processing Section and obstacles. The method used is descriptive and qualitative methods; the informants in this study were the Head of the Waste Management and Final Processing Section of Pekanbaru City, the Supervisor, Overseer and the TPA Muara Fajar Workforce. Data collection techniques are interviews, observation and documentation. This study concluded that the Implementation of Supervision of Final Processing Sites with Open Dumping Disposal Systems by the Pekanbaru City Waste Management and Final Processing Section in the category was sufficiently implemented. The implementation of the waste management system at the landfill has not been fully implemented due to the weak supervision of the officers, starting from the garbage input to the Muara Fajar TPA in Pekanbaru City through the sanitary landfill process, namely the landfilling process.
