Abstract
Child Identity Card is an identity card that has a purpose and function as a child's identity before being required to have an e-KTP and to provide status to children that is nationally recognized and useful in meeting the needs and rights of children. Every child aged 0-17 years less than one day is required to have a KIA issued based on domicile and valid throughout the territory of the Republic of Indonesia. This study aims to find out how the Child Identity Card Service for Abandoned Children by the Department of Population and Civil Registration of Kampar Regency. There are 5 (five) research indicators used by the author in this study, namely: Realibility, Tangible, Responsivenss, Assurance, and Empathy. The type of research located at the Department of Population and Civil Registration in Kampar Regency used a descriptive research method with a qualitative approach. Where to directly conduct research in order to obtain existing problems based on actual facts at the time of research using a descriptive survey research type with interviews, observations, and documentation as a tool to collect data. Based on the research that has been done, it is found that the Child Identity Card Service for Abandoned Children at the Department of Population and Civil Registration of Kampar Regency has obstacles such as a lack of human resources who handle the process of making child identity cards. Infrastructure facilities to support children's identity card services, such as a child's identity card printing machine, are being damaged. And also constrained by the distance traveled, to a very far service place can take time, some areas such as disadvantaged areas are difficult to reach so that it becomes the cause of delays in the process of making child identity cards. Suggestions from researchers in this study are the need for special officers who handle the process of making child identity cards so that services can be achieved according to expectations and also the need for full support from the community to the government to participate in participating in child identity card services. And also the child's identity card service must be prioritized because this MCH service is one of the population documents that must be owned by children and the need for socialization of the child's identity card program to the community so that the community knows about this program and the community also understands its uses and benefits.
