Abstract

Village development planning is something very important, because it is from this development planning that the direction of village development is determined. Therefore, it is the duty of the village government to accommodate the aspirations of the community in village development planning. Community aspirations can be accommodated by involving the Village Consultative Body in the development planning. Because basically they are the ones who accommodate and channel the aspirations of the community. The existence of unfinished development is an indication that the BAPEKAM is not unanimous in making the village development program a village policy. The purpose of this study is to describe the implementation of the function of the Village Consultative Body (BAPEKAM) in Rantau Bertuah Village, Minas District, Siak Regency and its obstacles. The methods used are descriptive and qualitative methods; Key informants were the Village Head and Head of BAPEKAM in Rantau Bertuah Village, Minas District, Siak Regency, while BAPEKAM Members, Hamlet Heads, RW Heads, RT Chairs and Community Leaders. Analyzing survey and interview data collection techniques, as well as descriptive and qualitative information. This study concludes that the Implementation of the Functions of the Village Consultative Body (BAPEKAM) in Rantau Bertuah Village, Minas District, Siak Regency is in the quite effective category. This indicates that the implementation of this deliberation cannot run optimally. This means that this deliberation has not fully reached consensus, the problems that occur in the implementation of this deliberation include, among others, that there are still members and the public who do not actively participate in the implementation of this deliberation and the program that has been set with its realization is not exactly correct, so this makes many corrections to mistakes. errors that occur in deliberation. The obstacles that occur are for example: there are people who are not involved in the implementation of development programs. Time spent on program development to ensure smooth implementation.
