Abstract

This study aims to determine and explain the strategy of the regional secretary in fostering the development of PT Permodalan Ekonomi Rakyat in Riau Province. This of course leads to inhibiting factors and solutions in overcoming these obstacles. The assessment indicators used are local government policy, communication, resources, disposition, and bureaucratic structure. This type of research is a descriptive survey, which describes the reality that is found in the field through a survey, the information obtained from the sample through questions. This study uses a sample population as research respondents based on the determination of the research sample grouped into 37 people and key informants as many as 1 person with a total sample of 38 people from 90 members of the population. Data analysis techniques in this study are qualitative and quantitative techniques, the data collected are analyzed and contained in the description of sentences and frequency tables. The conclusions of this study are: The Strategy of the Regional Secretary in fostering the development of PT Permodalan Ekonomi Rakyat in Riau Province has been implemented well in terms of communication, resources, and bureaucratic structure. On the other hand, the disposition aspect has been implemented quite well. From this, the communication, resources, and bureaucratic structure in the regional secretary strategy in conducting coaching, have not been supported by a good disposition so that obstacles occur in the form of: First, the commitment of the company's leadership to implement the established policy strategy. Second, the success of the company's leadership in the implementation of strategic policies (performance appraisal) that have been set previously.
