Abstract

The police are law enforcement officers, but in reality there are some members who act the opposite and are not in accordance with the ethics of the police profession or in the sense of the word some police violate the code of ethics of the police profession, such as committing illegal payments. Cases of illegal levies that are often carried out by unscrupulous members of the Police namely illegal levies on vehicles that pass or cross the public road / protocol. The illegal levies were carried out by unscrupulous members of the Police by extorting truck drivers who passed on public roads. Based on the background above, the problem to be answered is the writing of this thesis, including the first law enforcement for members of the police who carry illegal levies in the Riau Regional Police jurisdiction and obstacles in law enforcement for members of the Police who do illegal levies in the Riau Regional Police jurisdiction. This type of research is a sociological or observational survey by survey, which is a study that takes data directly from the population with a data collection tool that is an interview, after which the data is taken and processed to obtain conclusions with the deductive method. Meanwhile, if viewed from its nature, then this research is descriptive in nature, research that explains in clear and detailed sentence about Law Enforcement for Members of the Police Committing Illegal Levies in the Riau Regional Police Legal Area. Law enforcement for members of the police who carry out illegal levies in the Riau Regional Police's jurisdiction can be done through various processes, namely: receipt of reports / complaints that can be through the Provos Sub-Section, Examination, investigation and investigation up to the trial and decision stage, If a sentence has been sentenced, then for those Polri members to be sanctioned in violation of the code of ethics and the Polri member can still be maintained as a member of the National Police then subject to a Disciplinary hearing. Constraints in law enforcement for members of the police who commit illegal levies in the Riau Regional Police's jurisdiction include coaching not fully effective depending on the morale of each police personnel, tenuous oversight from superiors, directives and advice sometimes forgotten when it involves issues of economic needs, the community too in particular the driver as a business person still attaches great importance to time and cost efficiency and the lack of legal awareness to pay a speeding ticket in accordance with applicable procedures.
