Abstract

Property is one of the basic human needs, the most important human needs are the need for clothing or clothing, food or food and shelter or shelter. One of the problems in the property business is that the house purchased does not match the expectations given by the company. To build a housing estate, the developer is required to provide public facilities and social housing facilities in accordance with the provisions of Law Number 1 of 2011 concerning Housing. The main problem of this research is how the implementation of consumer rights in Sonnyka Graha Permai Housing Pekanbaru in terms of Law Number 1 of 2011 concerning Housing and Settlement Areas? And what are the obstacles in the implementation of consumer rights in Sonnyka Graha Permai Housing Pekanbaru in terms of Law Number 1 of 2011 concerning Housing and Settlement Areas? The research method used in this study is to use empirical legal research with data collection techniques, namely observational interviews. Judging from the nature of this research, this research includes descriptive research, namely research that provides a detailed and clear description of the main research problems. The result of the discussion of this research is that the implementation of consumer rights in Sonnyka Graha Permai Housing Pekanbaru in terms of Law Number 1 of 2011 concerning Housing and Settlement Areas is still not in accordance with existing provisions because there are still violations such as the unavailability of infrastructure, facilities and utilities. public services, such as unfinished drainage, construction of roads and street lights, rain water channels and disposal of waste and garbage, religious facilities, open parks and other facilities; have not achieved the construction of at least 20% (twenty percent) of the building at the time of starting the marketing, and the agreed matters and obstacles in the implementation of consumer rights in Sonnyka Graha Permai Housing Pekanbaru in terms of Law Number 1 of 2011 concerning Housing and Settlement Areas in the form of not yet detailed regulations governing the planning, provision, development, delivery, management, and utilization of public facilities and social facilities, insufficient supervision/monitoring, control, and enforcement of the existing conditions of planning for public facilities and social facilities that have been made developers, and the lack of public information about their rights to public facilities and social facilities.
