Abstract

Criminal act is a human act that is contrary to the law, is threatened with punishment by law, which act is carried out by a person who can be accounted for and can be blamed on the maker. One of the crimes that often occur in Indonesia is Narcotics. Efforts to distribute narcotics illegally by using people as distribution intermediaries or couriers are often carried out to be able to distribute narcotics widely regardless of age and gender. In general, narcotics crimes are committed by men. But in reality women are also involved as couriers. Although the police have made various efforts in eradicating drug abuse. However, law enforcement is still relatively weak because narcotics criminals are still found every year in the jurisdiction of the Riau Police. The main problem of this research is how law enforcement against narcotics crimes committed by women as couriers in the Riau Regional Police jurisdiction and what are the obstacles in law enforcement against narcotics crimes committed by women as couriers in the jurisdiction of the Riau Regional Police. The research method used in this research is observational law research (Non-doctrinal) or survey. By the nature of this research is descriptive analytical. The results of the research that the authors obtained are the implementation of law enforcement against women as narcotics couriers carried out by preventive and repressive measures. The Directorate of Narcotics Investigation of the Riau Police as law enforcers confirmed that there were many obstacles in eradicating women as narcotics couriers from their side, including the lack of facilities and infrastructure, the lack of investigative personnel when carrying out repressive efforts, both male and female police personnel, and lack of cooperation. the community against the police regarding information on narcotics abuse related to women as narcotics couriers that are happening in the midst of the community, the lack of quality of human resources possessed by investigators when conducting investigations.
