Abstract

Service is the core of the function of government. One form of public service provided by the government is health services, one of which is through the Community Health Center (PUSKESMAS) as its front guard. One of the forms of development of the provision of health services provided by the government is through various programs aimed at facilitating the public in obtaining health services. The purpose of this study is to describe the effectiveness of the running of e-Puskesmas-based health services as well as to find out what obstacles are occurring in the effectiveness of e-Puskesmas Services at the Community Health Center of BungarayaSubdistrict, Siak Regency. This study uses a qualitative method to describe the real or actual situation of e-Puskesmas Services Effectiveness. The informant withdrawal technique in this study used the snowball technique, which consisted of 5 people consisting of key informants and informants. Withdrawal of snowball informants sets some people as informants and it is possible to take or replace them with other informants. Based on research that has been done, the results show that the effectiveness of e-puskesmas services at the Community Health Center of BungarayaSubdistrict, Siak Regency by using the indicators of Production, Efficiency, Satisfaction, Adaptability and Survival shows that the services provided do not all use products or features in e- Puskesmas, provision of facilities and infrastructure that are still lacking and not optimal, there are still complaints from officers about the lack of benefits obtained from the e-Puskesmas-based health service process, unequal training of e-Puskesmas provided to Puskesmas officers and the absence of puskesmas policies for regulate the running of e-puskesmas in BungarayaPuskesmas. Obstacles that occur in the effectiveness of e-Puskesmas services are not yet maximum facilities and infrastructure available, uneven training provided and lack of development carried out to improve e-Puskesmas applications. Researcher's input and suggestions in this study are that training provided to officers must be uniform and reach out to all Puskesmas officers, the Puskesmas must maximize the available infrastructure, the need for a policy on the running of e-Puskesmas and make efforts to develop available features to improve service effectiveness through e-Puskesmas.
