Abstract
This study aims to determine the implementation of the Child Identity Card program by the Department of Population and Civil Registration of Indragiri Hilir Regency and to determine the inhibiting factors for the implementation of the Child Identity Card program by the Department of Population and Civil Registration of Indragiri Hilir Regency. This research method is descriptive survey. This research is located at the Department of Population and Civil Registration of Indragiri Hilir Regency. The informants in this study were 9 people. The informant selection technique used in this study was purposive sampling. The results showed that the implementation of the Child Identity Card program by the Department of Population and Civil Registration of Indragiri Hilir Regency from the aspect of communication has been running optimally. From the aspect of resources, it is still lacking, but in terms of quality it is very adequate. From the aspect of disposition, employees of the Indragiri Hilir Regency Population and Civil Registration Service are enthusiastic when carrying out their respective duties. Judging from the bureaucratic structure, it is able to cooperate well. The inhibiting factor for the implementation of the Child Identity Card program by the Department of Population and Civil Registration of Indragiri Hilir Regency is the availability of blanks as material for printing Child Identity Cards at the Population and Civil Registration Service of Indragiri Hilir Regency, which is still in a limited number, the applicants for making KIA sometimes do not complete the requirements in making KIA, so this situation certainly makes it difficult for the candidates in managing the MCH, the civil servants have not been able to serve optimally because the number of employees serving is small and the public awareness in managing the Child Identity Card is still lacking.
