Abstract

The number of phenomena in the field and the various ways that have been carried out by the Pekanbaru City Transportation Agency are related to dealing with the dark travel problem so as not to roam more and more, such as conducting raids on a regular or impromptu basis, also detaining and sanctioning traffic violators and road transport. But in reality the performance of the supervision carried out by the Transportation Agency Officers of Pekanbaru City is not good or not optimal, besides that there are some dark travels that have police license plates BH (Jambi), BA (West Sumatra), even travel plate B (Jakarta) which was successfully arrested by the City Transportation Agency of Pekanbaru. That is, the dark travel has mushroomed in the city of Pekanbaru. This is reinforced by comparing information on the number of travel permits with illegal travel that were successfully captured and secured by the Transportation Agency of Pekanbaru City, besides that there were also Inter-Provincial Inter-city public transport that did not enter the AKDP Terminal so that public transport did not pay terminal fees. Based on the above background, the problem will be answered in this thesis research about how the role of the Pekanbaru City Transportation Agency in supervising public transportation that does not have route permits in Pekanbaru city and obstacles for the Pekanbaru City Transportation Agency in monitoring the public transportation Have Route Permit in Pekanbaru City. This type of research is observational reseach by survey, which is research that takes data directly from the population / respondent by conducting interviews as a data collection tool, then from the data taken is processed so that conclusions are obtained by the deductive method. Whereas if viewed from its nature, this research is descriptive, namely research that explains in clear and detailed sentences about the role of the Pekanbaru City Transportation Agency in conducting supervision of public transport that does not have route permits in the city of Pekanbaru. The role of the Pekanbaru City Transportation Service in supervising public transport that does not have route permits in Pekanbaru City has not run optimally, this is evidenced from the lack of strict supervision carried out by the Pekanbaru City Transportation Agency on vehicles that do not have route permits and consequently there are still many vehicles (car) private used as public transportation / dark travel in the city of Pekanbaru. In addition to the lack of strict supervision carried out, on the one hand the lack of desire of private vehicle owners to arrange route permits is needed as a condition to practice passenger transportation. Whereas the obstacles for the Pekanbaru City Transportation Agency are to supervise public transport that does not have route permits in Pekanbaru City such as: human resource factors, lack of information and communication especially regarding public transport, lack of socialization of existing regulations, and lack of participation factors community related to community participation, concern and awareness in the supervision of public transportation carried out by the Transportation Office of the City of Pekanbaru.
