Abstract

This study aims to analyze the extent to which the Implementation of the Pekanbaru City Environment and Hygiene Service Functions Towards Rubber Plant Waste Supervision, as well as to find out the constraints faced by employees of the Environment and Hygiene Service in monitoring rubber factory waste. The indicator of this research is Communication, Resources, Disposition, Bureaucratic Structure. This type of research located in the Environmental and Hygiene Department is a descriptive survey, which prioritizes the questionnaire list as a means of collecting data and data collected with this tool and is then used as the main raw material to analyze the empirical conditions of the objectivity of the existence of research objectives in the researched location. The population used in this study is the Head of the Pekanbaru City Environmental and Hygiene Service, the Law and Supervision Division of the Pekanbaru City Environment and Hygiene Service, Public Relations of PT. Ricry, Public Relations of PT. P & P Bangkinang, and the community around the factory. The sampling technique used in setting individual samples is saturated sampling technique for the population of the Pekanbaru City Environment and Hygiene Service Head, the Law and Supervision Division of the Pekanbaru City Environment and Hygiene Service, Public Relations of PT. Ricry, Public Relations of PT. P & P Bangkinang and accidental sampling techniques for the community, the types and techniques of data collection used in this study consisted of, primary data were collected using questionnaires and interviews as well as secondary data collected using observation techniques. While the data analysis technique used is to use frequency table tools. Based on this analysis technique, the researcher assessed and concluded that the Implementation of the Pekanbaru City Environment and Hygiene Service Functions on Rubber Factory Waste Supervision was at the "Enough Enforced" assessment interval.
