Abstract

Management and exploitation ofswiftlet nests is one of the potential factors to advance the regional economy and open employment for the community, but having many breeding places for swiftlet nests does not guarantee that they can provide greater input on the Regional Original Income in the Meranti Islands agricultural cultivation sector, because of the many breeds of swallow nests that do not have a swallow nest business license, while the swallow nest business building in Meranti Islands Regency is taking a lot of time. The negative impacts caused by the swallow bird business quite a lot, so that it can interfere with the comfort of residents and can also bring disease. The purpose of this study is to find out and explain the implementation of local government policies on management and business licensing of swallow birds in the Meranti Islands Regency and their obstacles. The method used is descriptive and quantitative methods; A sample of 24 people consisting of all employees in the Licensing Division of the Office of Investment and One Stop Integrated Services (DPMPTSP) of Tebing Tinggi District, Meranti Islands Regency and the community served by officials in the management of Wale's nest management. Questionnaire and interview data ollection techniques and descriptive and quantitative data analysis. This study oncludes that the Implementation of Local Government Policies Against the lagement of Permits for Swallow's Nest in the Regency of the Archipelago of niti is still not running optimally, the results of the study indicate that the lack supervision and the application of strict sanctions by the implementor against ntrepreneurs who violate applicable regulations. Inhibiting factors include lernal factors, lack of human resources (HR) in carrying out these laws such as tocialization, supervision and application of strict sanctions from the implementor against entrepreneurs who violate this Regional Regulation, external factors here accur due to lack of awareness from the public or the body that carries out magement and exploitation of swiftlet's nests on the importance of permission for swiftlet nest management and business.
