Abstract

Pelangi Waterpark is a form of business activity in the tourism sector, namely recreation and public entertainment. Before business activities can be carried out, business owners must meet the required licensing requirements. There are many licenses that must be fulfilled by business owners in order to be able to carry out WaterPark business activities in accordance with the local regulation of Kuantan Singingi number 8 of 2009 concerning Tourism businesses. The formulation of the problem of this research are: first, What is the Process of Granting a Rainbow Waterark Permit by the Kuantan Singingi District Licensing Service, How much does the rainbow waterpark contribute as one of the sources of Regional Original Revenue (PAD) to the regional treasury of Kuantan Singingi Regency. The research method used was observational research by survey, which means conducting research directly to the research location to obtain information and data needed in writing this scientific paper. From the results of the study showed that: a). The procedure and permit requirements vary depending on the type of permit, the purpose of the permit, and the licensing agency. However, at this time in the licensing service there are still many shortcomings in service. Causing the public to complain in the process of obtaining this permit. In the process of granting Permits too convoluted, there is a limited authority of the Licensing Office Office in Issuing Permits because at the time of the Rainbow Waterpark permit process, the One-Stop Integrated Investment Service Office has not yet been formed and is still a Licensing Service Office that has limited authority. Because of the large number of permits that must be fulfilled and are not supported by one-stop licensing services, the process of obtaining permits must be carried out in different agencies. b) The contribution made by Pelangi Waterpark from the results of the retribution for the Regional Original Income (PAD) by more than 1% every year, the Kuantan Singingi Regency government does not prioritize the tourism sector as the main producer in the Regional Original Income (PAD). Regional Governments must further improve their performance to coordinate with each other between institutions and with higher institutions and play an active role in supervising the implementation of permits and non-licensing. Regional governments should also not prioritize the main sources of PAD in the agricultural sector alone.
