Abstract

Settlement of land disputes by means of mediation is a good choice, this is because in the process of dispute resolution through mediation, it will provide equality to the disputing parties. Land is an important part of community life, the need for land for development continues to increase and the decreasing availability of land causes many problems to arise. In resolving land disputes, there is usually a litigation process. Now with the regulation of the Minister of Agrarian Affairs Number 11 of 2006, dispute resolution can be carried out in non-litigation, further regarding the problem of dispute resolution procedures for land rights through mediation at the Head Office of Batu Hampar District, Rokan Hilir Regency. The formulation of the problem in this study is how to resolve plantation land disputes between datuk Dewa Pahlawan Cooperatives with Karya Bakti palm oil farmer groups, and what are the inhibiting factors in resolving plantation land disputes between Datuk Dewa Pahlawan Cooperatives with Karya Bakti oil palm farmer groups in Batu Hampar District, Rokan Hilir Regency The type of research used is observation research by means of a survey, that is, research is carried out directly to the research location to obtain data using data collection tools in the form of interviews. This research is also descriptive in nature, which provides a detailed description (description). The data analysis that the writer adopted as research material used qualitative methods. Then the authors draw the conclusions of this study deductively.From the results of the research, the process of implementing dispute resolution through mediation in Batu Hampar District, Rokan Hilir Regency has not been fully implemented because an agreement between the two problematic parties has not been reached, of course, but from the results of researchers that the researchers conducted at the labor and transmigration office from the results of the information The certificate states that the land belongs to the translational HPL, so that until now this 185.5 hectare land is still designated as KUO status and there is no activity on the land until there is binding legal certainty.
