Abstract

State Detention House Pekanbaru class I have experienced over capacity. Over-capacity is due to high levels of criminality in Pekanbaru and many prisoners and prisoners from neighboring towns such as Siak and Pelalawan. This condition is very worrying because can poses a greater negative impact. In the thesis titled "A Review of Over capacity in the state detention House of class I Pekanbaru" was discussed in the problem, namely: what is the consequence incurred by the over-capacity that occurred in the state detention House of class I Pekanbaru and how the efforts to countermeasures over-capacity in the state detention House class I Pekanbaru. The method used to answer the problems above is with sociological research by conducting field research in class I Pekanbaru state Detention House. The data used in this thesis are obtained through interviews, literary books, legal journals, theses, laws, electronic data, and the Great Dictionary of Bahasa Indonesia. All data that has been obtained is then analyzed qualitatively, then deduced through deductive methods. Results of the study showed that the consequences posed by over-capacity in the state detention House of class I Pekanbaru was the lack of security surveillance in Rutan, the number of occupants of the room exceeds the room capacity, the maximum health services, the consumption of which can not be adequate nutrient nutrition, there is easily fights among the prisoners, the emergence of other criminal acts, the availability of clean water is inadequate, but also causes the state budget for the management of the Rutan swell.
