Abstract

The minimum wage stipulation policy as regulated in Law Number 13 of 2003 is directed at achieving the Need for Living (KHL) to guarantee workers or laborers receiving wages to fulfill their living needs. The program of achieving the minimum wage for the Decent Living Needs (KHL) shows tangible improvements. It is intended that the fulfillment of life's needs will be achieved in stages. Determination of drinking wages is deemed necessary as a form of wage protection, with the aim of avoiding or reducing unhealthy competition among workers, avoiding or reducing the possibility of exploitation of workers who use market conditions for the accumulation of profits, as a safety net to maintain wage levels and avoid the occurrence of absolute poverty workers through meeting the basic needs of workers. The main problem is how to supervise the implementation of the Rokan Hulu Regency minimum wage in 2017 by the Manpower Office, and what are the inhibiting factors in conducting supervision by the Riau Province Manpower Office in 2017. The method used is an empirical legal research method, type of observational research, the location of the research is in the employment department of Riau province, the data source is primary and secondary data sources, and data processing is description. The results of his research found that the supervision of the implementation of the Rokan Hulu regency minimum wage is a labor inspector carried out by a separate work unit in the employment and immigration department of Riau Province, which is based on the technical guidelines for labor inspection procedures for the minister of labor regulation number 33 of 2016, which turns out to be the performance of supervisors experience many obstacles so that repressive measures against business actors who pay the minimum wage below the stipulated limit are not dealt with or in the legal process, because while wages of Rp 2,525,823.51 are highly coveted by workers especially the Riau Governor's decision No. : KPts.949 / XI / 2018 The minimum wage of Rokan Hulu Regency reaches Rp. 2,728,647. While the inhibiting factor in overseeing by the Riau Province Manpower Office in 2017. Lack of budget provided if there is an investigation process in labor cases. Lack of facilities and infrastructure includes occupational safety and health equipment (K3), office stationery equipment, transportation facilities. The lack of complaints from workers who get wages below the minimum wage. Finally, the employment relationship between employers and workers is still traditional. Work agreements are only made on the basis of verbal agreements between employers and workers.
