Abstract

The construction of a bridge as a public transportation that was built and done by the government requires planning and funding. Government can not do their own construction, must be done and carried out by other parties in accordance with applicable laws and regulations (Government Regulation of the Republic of Indonesia number 36 of 2005 concerning Land Procurement for Implementation of Development in the Public Interest). In addition to making plans, government development must also do oversight of the results of these development sources (RI Law number 25 years 2004 on the National Development Planning System). The main problem of this research is: How is accountability answer to the contractor to the government as an employer and to what extent responsibility of the contractor towards the community of Pulau Birandang Village as user facilities that have been built? And what are the obstacles the responsibility of the Birandang Island Village bridge? This type of research is research that is classified into observational research or observational research, the writer goes straight to field to find and collect data that will be used as material thesis writing, the data is obtained through questionnaires and distribution Interview. This research is analytical descriptive, which is to give an idea of the object under study based on data and samples. The results of this thesis are PT. Sinta Lestari does not fulfill overall responsibility to the community as users, i.e. in the absence of carrying out periodic inspection activities, repairs of damage occurred at the Birandang village bridge. And also with do omission of damage to the village bridge Birandang. Obstacles in carrying out responsibilities for PT. Sinta Lestari is a shortage in the field of personnel and employees, in addition PT. Sinta Lestari is domiciled in Kampung Baru Sentajo Kec. Middle Kuantan who the distance is far from the village of Birandang island
