Abstract

In 2016 until 2017, based on a survey The author has done in the field many ways done by the Department Transportation City of Pekanbaru in handling this dark travel problem in order not more and more wandering in the city of Pekanbaru and troubling for Public Transportation owners, such as conducting regular and regular raids impromptu, make arrests and provide sanctions against perpetrators violation of road traffic and transportation regulations. but in reality the performance of supervision conducted by City Transportation Department Officers Pekanbaru is not optimal. Based on the background of the problem, the formulation of the problem in This research is the supervision of public transportation by the City Transportation Department Pekanbaru on vehicles that do not have a route permit, and the obstacles that are Pekanbaru City Transportation Department faced a vehicle that was not have route permissions. This study, using observational research methods, namely by survey method, where the authors go directly to the research location to obtain data which is needed by using a data collection tool in the form of an interview and questionnaire. The nature of this research is descriptive, namely giving clear and detailed description of the company's responsibility for functions Pekanbaru City Transportation Department in supervising public transportation that does not have a route permit based on Perda Number 2 The year 2009. Supervision of public transportation by the Pekanbaru City Transportation Agency vehicles that do not have a route permit have not yet operated optimal, because there are still private vehicles (Black Plate) found used as public transportation / dark travel in the city of Pekanbaru, it is certainly very detrimental to the operators of the route permit holders in This Pekanbaru City.
