Abstract

The goal of the State of Indonesia is to improve the welfare and prosperity of its people. In an effort to carry out development in various fields, both in the short and long term, the goal of community development is to improve the economic, social and cultural conditions of the community, so that poverty and the community's living environment experience changes. The role of the Village Government in development is absolutely necessary, without the role of the development community only making the community as an object. The placement of the community as the subject of development is absolutely necessary so that the community will be able to participate actively starting from development, implementation to monitoring and evaluation of development, especially if we will approach development with the spirit of quality. The results showed that from 36 research informants, so based on the results of the recapitulation of the assessment of the informants also stated that the role of the village government in development in the village of West Perawang, Tualang District, Siak Regency was in a fairly good category, this can be explained that the West Perawang community can cooperate with the government in development to be achieved so that the village of West Perawang can have a sense of care, discipline and cooperation in the role of village development. Of the 36 people who were used as informants for this research, it can be said that the role of the government and the community is quite good, so it can be concluded that the role of the village government in development in Perawang Barat Village, Tualang District, Siak Regency is quite instrumental. The obstacle in the role of the village government in development in the village of West Perawang, Tualang District, Siak Regency, is the human resource factor. Where Perawang Barat Village, Tualang District, Siak Regency, the average elementary school graduate (SD) affects the mindset of village government officials so that the village government finds it difficult to carry out development.
