Abstract
The conduct of granting a karaoke business permit in Dumai City is included in the part of the decision or beschikking. Its nature is public law in State Administrative Law carried out by government agencies. The city of Dumai that granted the permit was the Office of Investment and One Stop Integrated Services (DPMPTSP). Every tourism entertainment business including karaoke must have a permit regulated in Dumai Mayor Regulation Number 24 Year 2017 Concerning Tourism Business Registration Certificate. However, in the implementation there are still karaoke businesses that still do not have a business license. That is due to the lack of supervision conducted by the government related to the supervision of business places that have and do not yet have a business license. As for the main problem in the implementation of this study is how the implementation of karaoke business permits in Dumai City based on the Regulation of the Mayor of Dumai Number 24 of 2017 concerning Tourism Business Registry Numbers and any inhibiting factors in the implementation of karaoke business licenses in Dumai City Based on the Dumai Mayor Regulations Number 24 of 2017 concerning Tourism Business Registry. The method used in this study can be classified into observational research, which is a type of research in which data collection is done by direct observation to the field using data collection tools in the form of interviews. While the nature or analysis of the research used is descriptive, the research method used to describe a condition or condition that is happening or ongoing. The aim is to be able to provide as much detailed data as possible about the object of research so that it is able to explore based on existing legal theories. The results of this study are the implementation of the provision of karaoke business licenses in the city of Dumai based on the Regulation of the Mayor of Dumai Number 24 Year 2017 Regarding the Signs of the Business Register for Tourism not going well. This is because there is still a karaoke business in Dumai City that does not yet have a permit that has been regulated in this Perwako. Business operators only have permission from the RT and local youth leaders due to the lack of strict sanctions imposed by the government on businesses that do not have permits. Several factors inhibiting the implementation of licenses are the limitation on the number of karaoke licenses in Dumai City, the lack of awareness of the community in carrying out licensing, and the many people who feel complicated by the conditions given by the local government which causes the karaoke business players in Dumai City to be reluctant to do obligation as a business owner to have official permission from the Dumai City government.
