Abstract

Implementation of the use of Village Fund Allocation is a certain business or activity carried out to realize a plan or program in reality, to achieve the intended purpose, the government carries out various kinds of businesses. One of the ways undertaken by the government is to organize village financial management that includes all planning, implementation, administration, service and accountability and supervision activities, the government expects the use of village fund allocations to be more optimal in achieving the goals set by the government. The main problem in this study is how the implementation of the use of Village Fund Allocation in Tasik Putri Puyu sub-district, and what are the inhibiting factors in the use of Village Fund Allocation in Tasik Putri Puyu Subdistrict, Based on Regional Regulation of the Meranti Islands Regency Number 16 of 2011 concerning Village Finance . This research is included in the type of observation research or survey that is the author conducts research directly in the field to obtain the data needed by using a data collection tool in the form of interviews and questionnaires. While the nature of this research is descriptive, which is to provide a clear picture of the problems being investigated. The results of this study are the implementation of the use of Village Fund Allocation in Tasik Putri Puyu sub-district has not fully run in accordance with the Meranti Islands Regency Regulation Number 16 of 2011 concerning Village Finance, this can be seen from the lack of funds allocated for community empowerment by the village government. Factors that influence the implementation of the use of Village Fund Allocation in Tasik Putri Puyu Subdistrict are (1) human resource factors, where the quality and level of ability of the community and the apparatus implementing and managing the allocation of village fund allocations are uneven, (2) the participation of the community, the community individually and social institutions do not understand their roles and duties, (3) government guidance is still weak, lack of guidance and training carried out by the sub-district in order to improve work experience for village officials. The suggestion in utilizing the allocation of village funds is to be able to coordinate more with the Community Empowerment institutions in order to increase community self-help, and the guidance provided by the government should be carried out equally.
