Abstract
The rapid growth in sales of chicken meat as a staple food in Indonesia is due to its relatively cheap price. Indonesian people who are predominantly Muslim are obliged to consume halal food, therefore the government has issued a regulation regarding halal product guarantees to protect consumer rights. This has made it possible for the objectives of the Halal Product Guarantee Law not to be achieved in the Sukaramai Market, Pekanbaru City, especially for chicken slaughter. The problem in this research is First, how is the legal protection for the public (consumers) against the guarantee of halal chicken products in Sukaramai Market, Pekanbaru. Second, what are the obstacles in implementing halal certification for chicken products at Sukaramai Market, Pekanbaru. This type of research is a legal research method of observation or survey, which is the population in this study is LPPOM-MUI Riau, broiler chicken traders and the community. The results of this study are legal protection for the public as consumers of the guarantee of halal chicken products in the Sukaramai market, Pekanbaru. The government has issued a regulation regarding the Consumer Protection Law and is also supported by the Halal Product Guarantee Law, but the regulation has not been effective for protect the rights of the community as consumers in consuming chicken products at the Sukaramai market, Pekanbaru. And the obstacles in the implementation of halal certification in the Pekanbaru market are due to legal factors, expert factors, lack of awareness of entrepreneurs about the importance of halal certification, lack of legal socialization for the public and traders, lack of budgets and employees of related institutions then law enforcement factors.
