Abstract
This study aims to identify and explain the factors that hinder the implementation of the Pelalawan Regency Regulation Number 6 of 2016 concerning Buildings carried out by the Public Works and Spatial Planning Service. The theoretical concepts used according to George C. Edward III are communication, resources, disposition or attitude, and bureaucratic structure. The descriptive type uses a quantitative approach with the research population coming from employees at the Department of Public Works and Spatial Planning in Pelalawan Regency and the people served by the apparatus. The sampling technique used was purposive sampling and incidental sampling. Data was collected by distributing questionnaires, interviews, observations, and documentation. All data collected were separated according to their respective groups, then analyzed in depth to draw conclusions from the research. The implementation of the Pelalawan District Regulation Number 6 of 2016 concerning Buildings carried out by the Public Works and Spatial Planning Department has been implemented as a whole, which is 53.75%. Where there has been communication in the form of appointed officers, supporting resources, clear dispositions made so that the implementation is getting better, then there is a bureaucratic structure in the form of cooperation and coordination as well as obtaining PAD from the implementation of this regional regulation. The obstacles that become the problem are the number of implementing officers assigned to the PUPR Service, the outreach of socialization which is still limited to certain areas, coordination with other agencies that have not run optimally.
