Abstract
The purpose of this study was to determine the Implementation of Muara Petai Village Regulation Number 2 of 2017 concerning the 2017 Government Work Plan (RKP) for Village Development in Muara Petai Village, Pucuk Rantau District, Kuantan Singingi Regency in 2017, and its inhibiting factors. The formulation of the problem of this research are: (1) How is the Implementation of Muara Petai Village Regulation Number 2 of 2017 Regarding the 2017 Government Work Plan (RKP) for Village Development in Muara Petai Village, Pucuk Rantau Subdistrict, Kuantan Singingi District in 2017? and (2) What are the obstacles in the implementation of the Muara Petai Village Regulation Number 2 of 2017 concerning the 2017 Village Government Work Plan (RKP) in the Development of the Muara Petai Village in the Pucuk Rantau District of Kuantan Singingi in 2017? This type of research is classified into observational research by survey and its nature is descriptive research. Data collection tools in this study were interviews and questionnaires. Data sources consist of primary data and secondary data. Data analysis was carried out qualitatively and quantitatively, and conclusions were drawn deductively. The results of this study concluded that: (1) The implementation of Village Regulation No. 2 of 2017 concerning the Government Work Plan (RKP) of Muara Petai Village, Pucuk Rantau Subdistrict, Kuantan Singingi Regency in the Development of Muara Petai Village in 2017 has generally been quite optimal and in accordance with the provisions and regulations applicable; and (2) Obstacles to the Implementation of Village Regulation Number 2 of 2017 Concerning the Government Work Plan (RKP) of Muara Petai Village, Pucuk Rantau District, Kuantan Singingi Regency in the Development of Muara Petai Village in 2017, among others, is the lack of competent human resources in their fields as implementing activities in village development, lack of participation of the local village community, inadequate access to the road to the village and lack of socialization carried out on the village government work plan in the context of village development. In connection with the implementation of this research, the suggestions that the authors can state include: (1) It is recommended to the Head of the Village to always seek to coordinate effectively with every activity in the implementation of village development and carry out intensive socialization related to the village development plan; (2) The local village community should always strive to actively participate in the implementation of village development including self-help and mutual cooperation and participate in overseeing the implementation process of the development; and (3) To government agencies or institutions related to the implementation of rural development carry out their functions optimally such as in terms of carrying out supervision / technical guidance, supervision, monitoring and evaluation.
