Abstract
The representation of women in politics can prove that women in parliament as members of the legislature can participate and carry out all decisions that have been made by the government. So that as a member of the legislative, women have an equal position with men. The main problem is regarding how the effectiveness of the 30% quota of women's representation in members of the Pekanbaru City DPRD and whether there are obstacles to the implementation of supervision in members of the Pekanbaru City DPRD. The research method used in the writing of this thesis was conducted by observational research using a survey method or directly to the location using a data collection tool in the form of interviews with several respondents. In addition, it also uses primary data and secondary data in the form of laws and books related to the research that the author has made. After that the data were analyzed using the method of observation and drawing conclusions by inductive. Based on the results of the above research, it is concluded that (1) By being able to involve women's representation in the process of making, making decisions and being able to decide on a policy in a regional regulation that can protect the interests of the people to produce policies that are responsive to community needs. With the existence of local regulations that have included women's representation, they can feel an experience or curiosity in all the processes of their involvement in making regional regulations that can be seen well in the eyes of the community regarding their rights and obligations as political persons. (2) Obstacles in the implementation of supervision in the DPRD of Pekanbaru City are the lack of understanding of the members of the council regarding the limitations and scope of the supervisory function, different perceptions among DPRD members, limited resources to carry out the supervisory function, the unavailability of an adequate supervisory network, laws and regulations that tend to change, weak law enforcement.
