Abstract

The purpose of legal policy is to protect the rights of every citizen and ensure a better life. One form of legislation in Indonesia is Regional Regulation. In order to realize public welfare, the Government is given the authority to intervene to carry out social activities in the tasks of the organization that are of public interest. The Pekanbaru government issued a policy to overcome the problems of street vendors by issuing Regional Regulation No. 11 of 2001 regarding the Management and Management License for street vendors. One of the apparatuses serving as supporters of the implementation of regional government is the Civil Service Police Unit (Satpol PP). This unit is a regional government apparatus tasked with assisting regional heads in the implementation of governance and as a front guard or front line in the field of peace and public order. The main problem in this study is how the Law Enforcement Process Against Perda Number 11 of 2001 Concerning Arrangement and Guidance of Street Vendors by Satpol PP in Pekanbaru and also what are the obstacles in the Law Enforcement Process Against Perda Number 11 of 2001 Concerning Arrangement and Coaching of Street Vendors by PP Satpol in Pekanbaru This study uses an observational research or sociology approach through field research to collect primary and secondary data obtained from respondents through interviews to be used as data / information in this paper that serves as a support to identify problems in the community. Law enforcement is the process of carrying out efforts to enforce or function of legal norms in practice as a guideline for legal relations in community and state life. Pekanbaru City is one of the major cities in Indonesia central to all economic, social and cultural activities. As with other cities that are developing and inevitably these changes raise several issues related to public order, namely the emergence of the problem of the activity of street vendors who sell not in places provided by the Pekanbaru City Government. One of the apparatuses serving as supporters of the implementation of regional government is the Civil Service Police Unit (Satpol PP). The process of implementing law enforcement against street vendors (PKL) who sell at Sukaramai Market in Pekanbaru City, in this case carried out by Satpol PP has made various efforts including Preventive efforts and Repressive efforts.
