Abstract
This study aims to determine the effectiveness of E-Samsat services in motor vehicle tax payment services in the Technical Implementation Unit for Revenue Management at the Simpang Tiga Bapenda Riau Province and its obstacles. This study uses quantitative methods with descriptive percentage analysis. The results of the study indicate that: (1) The effectiveness of E-Samsat in the service of paying motorized vehicle taxes at the Technical Implementation Unit for the Management of Simpang Tiga Revenues of the Riau Province Bapenda is categorized as Effective Enough, it means that some of the indicators have not been implemented optimally, because there are still many shortcomings, especially in parts of the production process, output, outcome and productivity that have not met the expectations of society. E-Samsat application is considered not to be effective in improving motorcycle tax payment services because people claim that they are more comfortable paying conventionally (only bringing the original KTP and STNK/BPKB) compared to using applications that have many weaknesses ranging from limited choice of payment methods, and applications. E�Samsat whose servers sometimes crash, force close, and yet were not available for IOS. (2) The inhibiting factors effectiveness of E-Samsat in motor vehicle tax payment services at the Simpang Tiga Revenue Management Technical Implementation Unit of Riau Province Bapenda consist of limited financial, lack of human resources in the IT sector and ineffective coordination between stakeholders.
