Abstract
The village income and expenditure budget aims to improve village administration services, improve the implementation of village development, community development and community empowerment, so this study aims to evaluate the use of village income and expenditure budgets in 2018 fo village infrastructure development and what are the inhibiting factors that affect research this research was carried out in the village of Keranji Guguh, Koto Gasib district, Siak regency. This research used descriptive analysis with a sample of 30 people with sampling technique with census technique and also purposive sampling. The evaluation theory that researchers used was the William N.Dunn (1999) theory in Nugroho (2003). Effectiveness, efficiency, adequacy, responsiveness and accuracy. From the results of research conducted on each sub-indicators, the conclusion is that in the use of the village income and expenditure budget for the infrastructure developmentof the Keranji Guguh village it is quite good in its implementation and the use of the APBKAM has been implemented but not optimal . as for suggestions from researchers so that the village income and expenditure budget can be used effectively and efficiently in accordance with the objective of the APBKAM.
