Abstract
Travel service company is a company whose business activities are to plan, organize and serve the sale of various types of travel packages with the purpose of going to the country (domestic) and abroad (international) including worship trips such as Umrah and Hajj. In the current era, many entrepreneurs have taken the initiative to open a travel agency business for Umrah travel, and there are still many who do not have a permit, of course, greater the occurrence of fraud against consumers. So the government prioritizes consumer protection so that there is no loss to consumers, this is stipulated in Consumer Protection Law No. 8 of 1999. Based on the background of the problem described by the writer above, the writer of the main issues is as follows: How is the Implementation Mechanism for the Issuance of Business License for Organizing Umrah Worship Trips (PPIU) in Pekanbaru City, And the Efforts Made by Pekanbaru City Government in the Implementation of Business Trip Permit Issuance Umrah (PPIU) in Pekanbaru City. This writing when viewed from the type of research, uses observational research methods, namely by means of a survey, where the authors go directly to the research location to obtain the data needed by using data collection tools in the form of interviews. The nature of this study provides a clear and detailed picture. The results of this study are the Implementation of the Issuance of Business License for Organizing Umrah Worship Trips in Pekanbaru City in 2018 fully the authority of the Ministry of Religion Wilayag Office Pekanbaru City, this is in accordance with the mandate stipulated in the Minister of Religion Regulation Number 8 of 2018 concerning Organizing Travel Worship Umrah and Pekanbaru City Government's Efforts in Supervising Business Licensing for Umrah Worship Travel Organizers (PPIU) is to improve the requirements and verification process for business candidates who will be engaged in the Umrah Worship Travel Organizing Bureau (PPIU).
