Abstract
The phenomenon that occurs from the results of observations made by the writer forms marriage in the Matur District community which implements the "semanda" system namely an visiting marriage, that is, a marriage with a male party not his relative to live in the wife's house but the husband in question is not included in the relatives of the wife and still as relatives of his mother. In system semanda, the groom is required to pay customary money before marriage one of the Sikumbang community. Based on the description of the phenomenon above, the authors determine the main problem This research is how to pay customary money for men outside Matur Subdistrict which is a semenda in Matur District, Agam Regency and What are the legal consequences of not paying customary money for men outside Matur Subdistrict which is a semenda in Matur District, Agam Regency. Taking into account the type and nature of the research, this type of research is classified survey research / observation research, namely the collection of information carried out by compiling a list of questions asked of respondents in the form sample from a population. The nature of this research is descriptive, that is a problem-solving procedures investigated by describing the state of the subject or Objects in research can be people, institutions, society and others at the present time based on the facts that appear or are. The results showed that men had to pay customary money in outside Matur District is considered not in accordance with Law Number 1 Year 1974 concerning Marriage. In addition, Semanda is required to pay money adat describes an unfavorable situation, namely the existence of levies illegal male immigrants in the Matur District area. Because of law against paying customary money for men outside Matur District is semanda and his wife who come from the Sikumbang Tribe, Matur District ostracized by ninik mamak and sikumbang tribe. Apart from that, sanctions were also given like not getting the title given to semanda when performing wedding.
