Abstract

The rights and obligations of the debtor to comply with the provisions after the appointment of a credit home ownership credit, however, there are still many debtors who commit violations as they have agreed in writing or as agreed as happened in the Nuansa Beringin Residence Housing, where of the total number of houses that have been built, namely 215 fruit, then from this number there are still 50 houses that are not inhabited by the debtor, if it is known that after the credit appointment and the credit approval, the house should be occupied. So thus, there are still many debtors who do not have good faith to carry out all the agreements made and agreed upon on the credit agreement so that the debtor's actions are classified as default. The main problem is related to How the Rights and Obligations of Nuansa Beringin Residence Residential Debtors in Payung Sekaki District, Pekanbaru City in Subsidized Home Ownership at PT Bank Tabungan Negara (Persero) Tbk, and What are the Constraints for Housing Debtors at Nuansa Beringin Residence, Payung Sekaki District, Pekanbaru City to Fulfill Their Obligations in Subsidized Housing Loan Agreement at PT Bank Tabungan Negara (Persero) Tbk. This type of research is observational research, namely by means of a survey or directly to the research location using data collection tools, namely interviews and questionnaires. While the nature of the research is descriptive. The results showed that the implementation of the rights and obligations of the Nuansa Beringin Residence Housing Debtor in Payung Sekaki District, Pekanbaru City in Subsidized Home Ownership at PT Bank Tabungan Negara (Persero) Tbk is not running optimally because the obligations that should be carried out by the debtor are not carried out in accordance with the credit agreement. that has been agreed upon, because there are still many houses that have not been occupied after the loan appointment. So that this can cause the debtor to have committed default and the Bank has the right to take action in accordance with the terms and conditions of the credit agreement, and Constraints for the Debtor of Nuansa Beringin Residence Housing, Payung Sekaki District, Pekanbaru City to Fulfill Their Obligations in the Subsidized Home Ownership Credit Agreement at PT Bank Tabungan Negara (Persero) Tbk is a credit recipient bound to certain conditions after the credit agreement, however due to the lack of awareness of the debtor to exercise his rights and obligations as well as a lack of supervision, examination and action on the part of the Bank.
