Abstract
The government has provided legal protection for consumers in Indonesia with the issuance of the Consumer Protection Law. The problem in this case is that dental artisans not only violate the Consumer Protection Law but the Medical Practice Law, the Health Law and the Minister of Health Regulation Number 39 of 2014 concerning Dentist Work. The dental worker's act of practicing outside his / her authority is an act against the law. Basically, dentists are only allowed to make and install dentures from acrylic material instead of porcelain. However, in reality there are many dental artisans who do work outside their authority. This causes losses for consumers because dental artisans do not perform according to the standards mandated by the prevailing laws and regulations. The main problem in this research is How Legal Protection Against Consumers Who Use Dental Services and Services and How is the Responsibility and Supervision of the Pekanbaru City Health Office on Dentists Who Perform Practices Outside Their Authority. This type of research is empirical legal research which is based on the reality or behavior that occurs and develops in society so that empirical law is the real behavior of every society due to the existence of applicable normative laws. The nature of this research is included in descriptive research that describes the facts studied in the field. The results showed that there were violations committed by dental artisans in carrying out their work which were not in accordance with the statutory regulations governing dental work. This resulted in victims who suffered losses. The government, which has the responsibility of being a supervisor and coach, does not provide guidance and supervision to the work of dental artisans, resulting in many violations committed by dental artisans such as providing health services that exceed their authority.
