Abstract

The incident that caught the attention of the public in early January 2020 was the return of a Chinese boat to catch fish in Natuna waters which was escorted by a coast guard, which made the public furious because the guard ship prevented Indonesian officers from catching a Chinese fishing boat that caught fish in Natuna waters. The entry of the ship was illegal because it was a violation that was considered deliberate because China did not recognize the 1982 UNCLOS decision which stated that Natuna was included in the Indonesian Exclusive Econimi Zone. From the above problems, the researchers tried to examine mediaindonesia.com and kompas.com to see the differences in the framing of the news about the border conflict in Natuna. This study uses a qualitative approach with the Robert N Entman framing analysis method. This study draws data from 8 news on the January 2020 edition of the mediaindonesia.com and kompas.com portals. From the results of this study the researchers found deep differences between the two media in packaging issues about the conflict between Indonesia and China borders in the Natuna Sea. The prominent difference is in the headlines, namely mediaindonesia.com tends to seek safety and provide information to the public that the Indonesian government will solve the problems in Natuna with the Chinese government and raise the government's positive image rather than criticism in resolving the ongoing conflict. The purpose of seeking it safe is the headline and content of the news, which is to make more efforts to convey the image and performance of the government in dealing with problems in the Natuna region. Whereas kompas.com made a lot of critical news titles and used propaganda sentences, namely as persuasive communication to influence individual views or behavior or invitations to readers, so that the government was firm in resolving these conflicts and kompas.com the news presented and emphasized the situation. about Natuna waters itself.
