Abstract
Slums are settlements that are not suitable for habitation because of building irregularities, high levels of building density, and the quality of buildings and facilities and infrastructure that do not meet the requirements. Tembilahan Hulu Urban Village is determined as a slum area in Indragiri Hilir Regency with the condition of low quality housing and settlement infrastructure that seems slum and damaging the image of the city, so it is necessary to handle slum settlements according to the environmental characteristics in Tembilahan Hulu Urban Village with the aim of formulating a slum settlement management strategy. town in Tembilahan Hulu Sub-district. The method and analysis used are descriptive qualitative and quantitative analysis with a weighting system in the process of calculating the level of slums and non-probability sampling method with the type of purposive sampling. The results of this study are the conditions of the existing slum infrastructure not in accordance with technical standards, and the results of the slum typology are typologies of lowland slum settlements and river bank slum settlements, then the results of slums are medium slums with legality of legal land and other high considerations, while appropriate handling patterns based on the results of the slum settlement typology, namely the type of slum settlement by the river pay attention to the carrying capacity of water edge land, tidal water and water and soil sustainability, while the typology of slum settlements in the lowlands pay attention to the characteristics of soil carrying capacity, soil type and soil sustainability , and appropriate handling patterns based on the results of the level of moderate slum that is rejuvenation.
