Abstract

Pekanbaru government through Department of Transportation develop the transportation system for improve urban transport with bus rapid transportation that called Trans Metro Pekanbaru. High Vehicle Operating Costs (VOC) will affect the fare. An increase in material costs such as fuel costs, spare parts and other component will affect the Vehicle Operating Costs. In addition, fare determination not involve passangers as users. The aim of this study is to analyze ideal fare for Trans Metro Pekanbaru based on Ability To Pay (ATP) and Willingness To Pay (WTP), and operator profit. The analysis that used in this research is Vehicle Operating Costs (VOC) analysis at 13 bus lane corridor, ATP analysis and WTP analysis. ATP Analysis is used to determine respondents ability to pay. WTP analysis is used to determine respondents willingness to pay. The sample in this research are 400 respondent. The results show that Vehicle Operating Costs (VOC) for each bus lane are different, because every bus lane have different length. The highest VOC is Rp. 6.733,76 at corridor 8A and the lowest is Rp. 1.310,43 at 1A. The average of respondent’s Ability to Pay (ATP) is Rp. 6.733,76, and the average of respondent’s Wilingness to Pay (WTP) after increse in quality of priority is Rp. 4.486. Ideal fare for Trans Metro Pekanbaru divided into 6 alternatives and selected fare is in the range of Rp. 4.001-5.000.
