Abstract

In the construction of a public facility there is often an inefficient use of costs. Some of the things that cause these inefficiencies include too many design changes, low workforce expertise, slow decision making, poor coordination between the parties involved, weak planning and control, material delays and improper work methods (Peter, 2014). The construction project of UIN Suska Riau College Building II requires a budget plan of Rp. 15.279.840.000. The aim of this study is optimize the costs that have been planned previously, in addition to knowing the comparison of the total project costs after analysis. The method used in this study is the Value Engineering method. The Value Engineering method is a creative and planned approach with the aim of identifying and streamlining unnecessary costs (Hidayat and Ardianto, 2011). There are 5 stages of the work plan for this method, namely: the information stage, the creative stage, the analysis phase, the development stage and the recommendation stage. After the application of Value Engineering, it save 4,79% were obtained from the total cost of the project. The analysis was carried out on the 3 highest cost work items. The application of the result of Value Engineering in wall brick and plastering item recommended the red brick wall replaced using a concrete brick savings with a value of Rp. 95. 781. 362 or 6.40% of the total work the costs of items. For floor work, the savings value is 38.36% or Rp. 455.980.254 of the total cost of work item and recommended 60 x 60 cm granite floor was replaced using ceramic floor 40 x 40 cm. In the same way, on the job ceiling of alternative a substitute for that is obtained gypsum ceiling of 9 mm replaced by plywood ceiling of 6 mm to cost savings as much as Rp. 180.552.712 or 30,23 % of the total work costs of item.
