Abstract
ABSTRACT The rapid development in the city of Pekanbaru is underway during the rainy season, rainwater runoff from residential areas and road bodies cannot be flowed smoothly, so that yearly puddles are high and over time the rain puddles increase. Based on the Regional Medium-Term Development Plan (RPJMD) of Pekanbaru City in 2017-2022, the highest inundation point is Payung Sekaki District, which is around 32 points. The problem of drainage management in Payung Sekaki District in general is inseparable from the drainage management system. These problems are essentially rooted in inadequate non-technical aspects, weak organizations / institutions, legal aspects and the lack of community participation in maintaining drainage services. The pupose of this study was to determine the level of nontechnical drainage service aspects in This study uses primary data in the form of field observation interviews and questionnaires as well as secondary data in the form of data from the Office of the Regional Office, the Office of Highways, the Office of Water Resources, the District of Payung Sekaki, and the Village located in the District of Payung Sekaki. This research method uses descriptive and qualitative methods using weighting analysis. Based on the results of the analysis, management and institutional assessment of drainage services in Payung Sekaki District based on the results of weighting are categorized as medium because for the management and institutional weighting score scores 14. Evaluation of the legal aspects and arrangements of drainage services in Payung Sekaki District based on the results of weighting carried out in the bad category due to the weighting score for legal and regulatory aspects get a score of 4.12. The assessment of the role of the community and the private sector in maintaining drainage services in Payung Sekaki District based on the weighting carried out is in the bad category because for the weighting score the role of the community and the private sector keeps getting a score of 3.53.
