Abstract

The Narcotics Act and its implementing regulations do not specifically regulate the legal responsibilities of employers of entertainment places in the illicit trafficking of narcotics carried out by their own employees. As specifically regulated in the Narcotics Act, there are a number of criminal sanctions for those who become brokers / intermediaries in narcotics transactions / buying and selling. But here, according to the author, the entertainment establishment cannot be equipped as a participant in the circulation of narcotics. The main problem of this research is First, How Law Enforcement Against Narcotics Abuse in Night Entertainment According to Pekanbaru City Regulation Number 3 Year 2002 Regarding Public Entertainment, Second, What are the Obstacles in Doing Law Enforcement of Narcotics Abuse in the Nighttime Entertainment. This research is an observational study with survey research, while its nature is descriptive, where this study provides a summary of statements that are complete, detailed and clear. Law Enforcement of Narcotics Abuse in Night Entertainment According to Pekanbaru City Regulation No. 3 of 2002 concerning Public Entertainment is based on investigations and raids that have been carried out for night entertainment venues which are proven to have violated the majority of narcotics distribution, then the place of business is carried out sealing and closing as well as for narcotics abusers conducted strictly in accordance with applicable regulations, and Obstacles in Carrying Out Law Enforcement of Narcotics Abuse in Night Entertainment is the lack of supervision from the government to monitor the activities carried out by managers of night entertainment activities. So that there are still many places of entertainment in Pekanbaru that are not monitored, lack of awareness and community participation so that the National Police seems to be working alone in exposing members of narcotics abuse, increasing drug trafficking and the modes used by perpetrators in various ways, and lack of personnel in efforts to curb violations.
