Abstract

The existence of Pasar Kaget (i.e. shock market) in Pekanbaru has a significant impact on traditional market traders in terms of visitors and the turnover obtained. This happens because the regulation governing the shock market has not been established so that the Department of Trade and Industry Pekanbaru cannot take action other than by recording the existence of the shock market. To deal with these problems, a policy, action, or strategy from the local government is needed to stabilize the income of traditional market merchants. Therefore, an in-depth study of the condition of the traditional market and the shock market is needed. This study aimed to determine the legal consequences of the existence of shock markets on traditional markets in Pekanbaru and to determine government policies in dealing with the existence of shock markets in Pekanbaru. This type of research was sociological research that used a survey through interviews and direct observations to the field with the nature of this research is descriptive- analytical. The populations of this study were 8 traditional markets in Pekanbaru with 79 samples consisting of 1 member of the Department of Trade and Industry Pekanbaru, 8 shock market managers, 40 traditional market merchants, and 30 consumers. The instruments in this study were observation, interviews, and literature review. The existence of the shock market in Pekanbaru has an impact which is the decreasing income of traditional market merchants. In addition, the impact that arises on market retribution income from motorcycle parking certainly also affects the lack of visitors in traditional markets, then cleanliness is also a very important issue to pay attention to. Therefore, the local government must regulate the market conditions, both traditional markets and shock markets which are growing rapidly at this time. The government has made three efforts in responding to the existence of shock markets that are developing in Pekanbaru, namely: 1. Controlling market traders or shock markets who do not have government permits (but this is not running optimally, it can be seen from the number of shock markets that are still operating in Pekanbaru); 2. Provide advice to market merchants to start selling at traditional markets in Pekanbaru; 3. Ordering unlicensed or illegal shock market merchants or shock market managers to take permits under established regulations. Thus, this research is expected to provide an understanding of the legal consequences for shocked market traders and the efforts made by the government to reorganize market management in Pekanbaru.
