Abstract

Analysis of Complete Systematic Land Registration Policy or abbreviated as PTSL at the Land Office of Indragiri Hulu Regency in 2018 aims to determine the effectiveness of the issuance of land certificates by the National Land Agency in order to ensure legal certainty of land rights. The implementation of PTSL is organized by the Regency/City Land Office which takes place every year. However, the PTSL policy has not been implemented property. The main problems is writing this thesis are: First, the Policy of the Land Office of Indragiri Hulu Regency for the Acceleration of PTSL in Indragiri Hulu Regency. Second, the constraints found in Indragiri Hulu Regency in the Implementation of PTSL. This research is qualitative in nature, and is also included in descriptive legal research. Data colletion methods used are interviews, questionnaires and literature studies in the from of books, journals, and laws and regulations on the topics raised. Respondents to this study consisted of the Head of the Land Office of Indragiri Hulu Regency, the Head of the Survey and Mapping Section, the Head of the Land Legal Relations Section, the Head of Kuala Cenaku Village and 15 people as PTSL applicants. Based on the results of the study, the implementation of PTSL in Indragiri Hulu Regency through the Indragiri Hulu Land Office was in accordance with PP. Number 24 of 1997 concerning Land Registrations and has also implemented the Regulation of Minister of Agrarian Affairs and Spatial Planning/BPN RI Number 12 of 2017 concerning Complete Systematic Land Registration. The policies taken in the context of accelerating the implementation of PTSL are to establish periodization, team formation, and cross-sectoral coordination. The obstacles encountered in the fild include regional spatial planning, absentee land, and ineffective cross-sectoral coordination.
